Proclamation read for Willie Pearl Porter


Milton Mayor Wesley Meiss requested a proclamation to be written to celebrate the life of Willie Pearl Porter who recently died at the age of 106 years. The proclamation was read at the April 11 Milton City Council meeting.  It reads as follows:



WHEREAS, Willie Pearl Kelker Porter was born October 5, 1911 to Willie Kelker and Pearlie Kelker in Precint 1, Milton, Florida north of Pond Creek and West of Till Creek. She died March 15, 2017 at the age of 106 surrounded by her devoted family. Willie Pearl was the third of seven children; and


WHEREAS, Willie Pearl Kelker married Gilbert Lawrence Porter in Milton, Florida in 1939 and had two children, Laurestine Porter and Albert Porter along with two grandchildren. In 2016 Willie Pearl Kelker Porter published her late husband’s authorized biography, “Gilbert Lawrence Porter, Ph.D.”; and


WHEREAS, Willie Pearl Kelker was taught an early age the value of an education and to strive to render service to others in life. Instructed by her parents the bond as citizens of Milton, Florida helped define a vision achievable by working together for the common good, Willie Pearl Kelker completed her primary education in Milton and graduated from Washington High School in Pensacola, Florida in 1933. She attended Freedman’s Hospital School of Nursing in Washington D. C. and completed her training in 1935 to become a registered nurse. She furthered her education at Florida A&M University and Indiana University in Bloomington, Indiana. Throughout her lifetime she received numerous awards in community service and nursing. In addition, she established the Willie Pearl Porter Nursing Scholarship Fund for high school students intending to purse a degree in the field of nursing; and


WHEREAS, When Willie Pearl Kelker was born, William Howard Taft served as the 27th President of the United States, Albert Waller Gilchrist served as the 20th Governor of the State of Florida, John Houston Collins served as the Santa Rosa County Sheriff and L. P. Golson was the Mayor of the City of Milton. Willie Pearl Kelker Porter was happy to see the first African-American elected as President of the United States when Barack Obama took office in 2009; and


NOW, THEREFORE, I, Wesley Meiss, Mayor of the City of Milton, along with the Milton City Council recognize Willie Pearl Kelker Porter served as a positive role model for younger generations and encouraged them to support and participate in wholesome and well-being activities to build better communities and better places to live and thereby do hereby proclaim a celebration of the life of Willie Pearl Kelker Porter.


IN WITNESS THEREOF, I have set my hand and caused to be affixed the official seal of the City of Milton, Florida, this 11th day of April, 2017.
